There is no After Effects CS7. The new version of After Effects is After Effects CC (12.0).
There have been no significant changes to the API between After Effects CS6 (11.0) and After Effects CC (12.0), so plug-ins should in general work from one to the other.
Installers are a different matter. If a plug-in has an installer, the installer may specify a location that is for After Effects CS6 (11.0). In that case, you can either specify a new location, manually move the plug-ins, or (what I do) create a shortcut/alias that points from the CC location to the CS6 location for plug-ins.
OK...so what does CS7 refer to? I thought the release which is available for DL on Monday was CS7 with updates to most Adobe Products?

There is no CS7. The releases coming out on June 17th are named 'CC'.
