You are missing some files that it is trying to update.
Usually you need to reinstall the application so that all the files are put back where they belong.
I don't know why you were denied.
I have same setup as you.
USE THIS PROCEDURE:
FIRST BE CERTAIN THAT YOU HAVE THE ORIGINAL, PRE CLOUD, INSTALL DMG OR CD in case something goes badly.
THEN, DEACTIVATE YOUR RUNNING COPY OF PS6.
UNINSTALL THAT VERSION.
LOG ON TO CREATIVE CLOUD AND CLICK ON "APPS" DOWNLOAD PHOTOSHOP.
ONCE INSTALLED, OPEN IT AND GO TO HELP>update.WHEN THIS IS DONE YOU WILL HAVE VERSION 13.1.2
Thank you for the detailed response. I won't have an opportunity to update my copy of Photoshop CS6 until tomorrow, but I wanted to take the time to thank for your precise procedure. If I have additionaly problems/questions I will be back in touch.
While I am not on the Cloud I have seen posts where all you need to do is deactivate CS6 perpetual licence. Do not need to uninstall.
