You can try to quit Creative Cloud Client and relaunch it again, and you could update PS CC from CCC panel.
I ended going to the old Adobe Extension Manager (for Win8 it is C:\Program Files (x86)\Adobe\Adobe Extension Manager CS5) and putting an "X" at the beginning of the folder. So now it looks like"C:\Program Files (x86)\Adobe\XAdobe Extension Manager CS5".
then I rebooted the desktop after that the CC version was recognized.

Same issue. Adobe Exchange CC wants an update.
I have uninstall all cs6 and CC products and used Adobe Clean tool then reinstall Photoshop CC. No change Adobe Exchange CC wants an update :-(
Finally, after cleaning all, install Photoshop and restarted CC client, I have found an update, Install it and now its is working.
