For PC users, I'm guessing this will be helpful in bringing settings over.
For Mac users, In the User Documents folder (user name/Documents) under Adobe/Premiere Pro, there are folders indicating version #s of your software. Under Adobe/Premiere Pro/6.0/Layouts are your CS6 Workspaces. A similar folder is under the "7.0" folder (which relates to PPro CC). In CS6, I only had a few custom Workspaces, so I did a backup of the UserWorkspace xml files that were in there (just in case I mess something up) then replaced all the UserWorkspace xml's with the CS6 versions. Through trial and error, I found that UserWorkspace4.xml is the new "Assembly" workspace available in PPro CC.
I didn't bother to compare if there were any changes in the default workspace layouts between CS6 & CC.

Thats the manual way - I know. Seems there is no official way to migrate premiere settings like in photoshop.
