i don't see that.
first, close flash and restart your computer. do you still see the problem?
if yes, start closing down running processes/background programs to see if you can find the program that causes your problem.
I am encoutnering this too.
The specific steps Ive seen to recreate:
open an FLA
make an edit to the FLA
Close Flash -- not the FLA -- the full program.
On the dialog to save your changes, click no.
the second the alert window goes away, flash freezes up.
i followed those steps and don't see a problem but, your problem sounds easy to avoid and probably not worth tracking its cause.
The problem still occurs on a fresh restart and does not occur on any of the other versions of Flash I have on my machine. We're on PC's running Windows 7. I should also note that I've used every version of Flash for the past decade or so on nearly a daily basis, so I know my way around.
Also, the problem is not so easy to avoid for our workflow (we're an animation studio). My team often has 3+ FLAs open at a time and switches between them frequently, so having Flash freeze up almost every time we close one is damn well near crippling.

Everything but necessary programs & Flash is closed, I did reboot. It still does it. So the problematic program is..... Flash CC
I closed down every other program and went through the task manager shutting off anything I didn't need, and the problem persists.
there's still some software causing the problem.

Please change the jvm memory setting
Change to "Xmx256m" to" Xmx512m"
Java memory file
C:\Users\<user name>\AppData\Local\Adobe\Flash CC\en_US\Configuration\ActionScript 3.0
Value to update: -Xmx512m
