The SG forum is your friend. Might be that you need to launch Premiere first and configure something. They glued the two tools closer together in CC...

Moved to Speedgrade forums
I tried the send to Speed Grade menu option in Premiere Pro and a progress bar came up, but then did nothing, and Speed Grade did not open. Premiere Pro created a file for Speed Grade, (has the Speed Grade icon) but clicking on the file also does nothing.
Tried signing out of Creative Cloud and then sign back in as you suggested. That didn't work either.
Additonal information -- It does not appear that the SpeedGrade install is creating the preferences folder that the other Adobe CC apps create. Perhaps that is a clue.
I appreciate the earlier suggestions. Unfortunately nothing has worked yet.

Ok - Issue is resolved. Adobe logged into my machine but didn't have any luck figuring it out. They did determine that SpeedGrade would work in another User Account which made them think that it was a permissions problem. They suggested that I contact Apple for information on how to REALLY repair permissions, which they did. Still no luck. Back to Adobe they said.
Thinking about what Dennis said about that SpeedGrade preferences were in the Documents folder, not the hidden library folder, I first manually deleted the SpeedGrade preferences folder that was in the Adobe folder in the Documents folder, restarted, emptied the trash. Then I simply copied the files that were in the Adobe folder in the Documents folder of the user account where SpeedGrade worked to the Adobe folder in the Documents folder of the problem user account.
Vilola! It worked!
Experiencing the same problem discussed in this threadProgram does not launch. No error message. Icon bounces once in the dock. All other CC apps function normally.
Tried uninstall/reinstall several times.
Tried logging out/in to Creative Cloud.
Tried deleting preference folder.
Tried creating new user. Does not help.

I seem to have solved the issue....
It appears the Speedgrade installer was confused by the fact that Root (System Administrator) was enabled on this machine.
I logged in as Root. Launched Speedgrade and it opened just fine. I quit, copied the prefs from System Administrator's Documents folder and placed them in my User/Documents/Adobe folder.
Logged back in as myself. Still didn't work.
Disabled Root User
Speedgrade now launches perfectly.
Not sure why I had Root enabled on this machine. I must have done it years ago to fix something else.
I tried this same mode of attack with no luck. My speedgrade however will launch on another user. When I went in on my main account to disable root user, I found that I was never even enabled in the first place, so that didn't do me any good. is this an apple issue or adobe?
I've had this problem for years with SG, been using resolve anyway so its not been a problem but have finally fixed it:
Open Speedgrade as another user
Copy SG preferences folder (USER/DOCS/ADOBE/SPEEDGRADE) and paste into the same location in your default user path,
