Nope, it works as before. If the resizing with content is sticky, click on the option to fit content in frame in the control bar on the top.
And leave off the Opt key....
I've quit and restarted InDesign but it's still not working.
I've got a frame filled with content (type or image - doesn't matter).
I select the item, hit shift-option-command and select a corner and drag to make it smaller, but now it only makes the frame smaller not the content.
I don't know what you mean by 'sticky'.
I'm not on Mac, so I don't know if the Windows bug has finally made it over there, but if it isn't working, try pressing the keys before you click the mouse.
Works fine here.

I knew I had seen this before on my Mac. This is strange, but, if I have 1Password loaded, holding down Cmd + Shift to scale doesn't work. If I quit 1Password it works correctly. This is on a Mac with OS X 10.8.4.
It could be another application which is causing the conflict.
