This filter is highly dependant on opneGL processing. Make sure your drivers are up to date, as a newer version of PS uses more advanced features of the graphic card, so what may work in an older version of PS doesn't always work in a newer one.
Mac drivers are always up to date ( if the system is ).
My Photoshop is up to date as well. I believe it's an Adobe's bug for Macbook Pro with Retina Displays. I hope they fix it soon.... very annoying.
Good to know I'm not the only one having this problem (Sucks you are too though). I still haven't figured out a fix
It most likely does have something to do with the Retina displays. I wonder if Adobe is aware of the bug?
The newest update for Photoshop has fixed this problem! Finally
mine are still missing. which version of cc are you using? mine is 14.2 and no updates to download.

There are 2 known causes: customers who turned off the option to view the handes View->Show->... , and bugs in video card drivers (update them from the GPU maker's website).

Im on a macbok pro 15 inch i7 with (2 weeks old) with GeForce GT 650M graphics. Im use to a pc, have to see if a mac graphics drivers can be updated.
cant find a mac driver on the geforce website for the 650M
seems there was a third reason, not having "Show transform controls" ticked in the tool bar!! DOH
