Also, Yes, it is for sure a permission issue. So, i would recommend you to try the below suggestions depending on your OS:
For Windows:
- Turn off User Account Control - http://helpx.adobe.com/x-productkb/global/disable-user-account-control-uac.html
- Enable the hidden admin account and check if the applications launch fine there - http://social.technet.microsoft.com/wiki/contents/articles/3040.enable-disable-the-local-h idden-built-in-administrator-account-in-windows-7.aspx
For Mac:

DeLisiArt Jun 21, 2013 12:19 PM (in response to Arpit Kapoor)OS 10.7.5, Macbook Pro. I already did the disk permission repair, still got the Error 16 on P'shop, AI and InDesign.
I tried the root user intstructions and PhotoShop opened! Magical. So how do I get that magic to happen on my own user account and not the root user log in?

With it working in root, I'd suspect some kind of permissions issue too, note step 5 in that doc
Did Disk Repair find errors? Did you run it more than once?

DeLisiArt Jun 22, 2013 1:47 PM (in response to David__B)I did the steps in the link you sent...and ran disk permission repair a few times. Nothing works...still Error 16 on P'Shop, AI and InDesign and AE. Lightroom will open though. And P'Shop will open IF I use my newly created user account. But then I don't have my files, so I'd rather figure out how to get it working on my existing account.
Disk Repair fixed all the errors, and they mainly had to do with QuickTime.

During the "root user" session, I was able to launch both Photoshop CC and Illustrator CC. But in my regular user account, I still cannot access these apps. (Error 16)
For some unfathomable reason, Muse CC works fine.

walt.atwood@gmail.com Jun 24, 2013 4:47 PM (in response to walt.atwood@gmail.com)I also used Adobe Creative Cloud application manager/utility/control panel (version 2.0.0.183) to log-off my Creative Cloud account, and then log back in again. So far, Photoshop and Illustrator still will not launch. (Error 16) Muse CC and Creative Cloud still work, though.
ADDED COMMENTS: I do see a familiar pattern in these crashes. Photoshop and Illustrator consistently both crash before their splash-screens can appear. I don't know if this means anything or not.
MORE ADDED COMMENTS: My equipment: Apple iMac 21.5-inch, Late 2012 slimline model; 2.9 GHz Intel Core i5, 8 GB RAM, MacOS 10.8.4

Installing the Creative Cloud Desktop app caused my PS CS6 and Photoshop CC Cloud apps to go Error 16. After trying pretty much everything, opening Terminal and typing:
sudo chmod -R 777 /Library/Application\ Support/Adobe
instantly fixed the problem.
I believe I typed in my login pw also when it asked for it.
It worked for me too! After 8 days and 7 hours onthe phone with Adobe, this worked. And no thanks to Adobe...the tech support people "elevated" my case, yet kept going in circles havingme try the same things with the same results: Error 16. I was promised a callback 3 times, and NEVER RECEIVED ONE callback. I used to think highly of Adobe and look forward to the new releases....not anymore. It's aggravating & costly for a professional designer to go 8 days without being able to use the software we rely on. Kudo the forum for suggesting a fix that works. Boo to Adobe for not doing so.

I'm using Muse to build a small web-site to contain writing and video samples to apply for a job, and I need PS and Ai so I can complete and get my job application submitted. This malfunction set me back a few days. What a headache. Now, so far, it's all back to normal. (I'm using these apps on the free one-month trial.)
I hope I can help you out someday.
What do I do now, just quit the Terminal?

WOAH THERE. I hope you are suggesting that enabling the root user is a temporary step simply to identify this as a permissions problem, rather than as a permanent solution to the problem?
Marking this post as "Correct" is dangerous, to say the least. Running as the root user leaves your computer wide open, allowing anything to overwrite or delete anything.
(And running repair permissions is unnecessary if you're then going to run as root.)Even having tested the issue in the root user, the test doesn't actually provide much information.
As it's written, this is POOR advice.The correct solution, offerred by DeLisiArt, clearly pinpoints the problem as a permission error on the Adobe Application Support folder.
Advising people to essentially turn off the entire permissions system on their computer, just because Adobe's installer has the wrong settings, is crazy. -

Yes, same problem on my mid-2009 Macbook running 10.8.4
The CC Desktop upon install caused my programs to Error 16 and after installing/uninstalling, mucking with the PCD and SLStore folder permissions, that one Terminal command fixed it immediately. So this CC Desktop installer may not be breaking everyone's Mac CC setup, but it's more common than I thought.
That should be marked as the correct answer.

veniceguy1 Feb 12, 2014 9:02 PM (in response to gener7)I had a similar issue and found that the group was set to 'wheel' for some items and 'admin' for others within that directory. This command to set all of them to 'admin' ended up fixing it for me:
sudo chgrp -R admin /Library/Application\ Support/Adobe/
