Here's a few ideas without knowing your setup. If all of these fail to work please provide more details about your machine.
1. Update your graphics driver -

3. Reinstalling Premiere Pro CC

Thanks for the reply! I had all the latest drivers already installed. I uninstalled Premiere Pro CC, I went to download it again and the Adobe Application Manager shows that it is still installed! So, how do I download it again? By the way, I am running Windows 7 SP1, AMD 6 core processor with 8gb ram.
I'm having a somewhat similar issue with Premier Pro CC, though Premier pro will not open. I get the first premier screen, it cooks for a couple-3 minutes, then it goes away. when I force quite, it says premeir pro is not responding. I uninstalled and reinstalled with no luck. Photoshop opens, but takes 3 or 4 minutes, media encoder crashes as it trys to open; Audition presents a "Fatal Error" pamel "Audition cannot access the preference folder. Please make sure current user has the read/write permission to the preference folder."; After Effects presents a panel "After effects can't continue: unexpected failure during application startup"; Adobe Bridge opens normally.
I tried uninstalling and reinstalling again and now the application mamager indicates Premier is installed and will go no further.
Clearly I've done something drastically wrong. Any suggestions? Thx...jw

But I'm looking for a little more specific solution to this issue. The errors freezes routine I've already followed and it doesn't help.
I am running Windows 7, AMD 6 Core Processor, 8 GB Ram, NVIDIA GeForce 550 TI. Still having the same problem - Premiere Pro CC splash screen displays the a error pops up saying Premiere Pro CC has encountered a problem and Windows is closing the program. Premiere Pro CS6 worked fine. Is there a way I can download Premiere CS6 or more help getting CC to work?
I've had two Pr problems that were fixed by reinstalling my graphics and CUDA drivers with the same version. So, don't rule that out during your troubleshooting. They can get corrupted or damaged.
Go to /Macintosh_Name/Users/User_Name/Library/
Note that if you try and manually go to this path you won't see the folder as it is hidden.
Once you find the preferences folder do Right click, Get info, then scroll down to the permissions and make sure everyone has read/write access.
