The templates are quite limited. You could design pages manually and then upload them to some of the on-line bookmaking software provided by many photo labs.
Use: File >> New >> Blank File
Then set your page size (height & width) resolution of between 240 and 300 ppi and background color.
You can then drag images from the photo bin and drop them on top of the new page and arrange how you wish.

So I am looking to design my own templates which would include photo frame layouts.
Yes. Use the method above. Add photos, then frames.
Open the layers pallet (Window >> Layers)
You should be able to see each image on individual layers.
Then delete the image layers so that you are only left with the place holders.
Save the template as a PSD file and you can drag in new images and re-size them whenever you need.
