    how can we make an effect like this?

      How can we do that? a tipical part in a video showed below.

      the tipical part is this: surfaces generate after a line slides passby.

          I wouldn't call that an "effect".  That's 3D modeling.

           

          I would look at Element 3D or CINEMA 4D (assuming you have AE CC).

            I have the 3D model needed in the video.

            just I am looking for a way to relize this part.

            should I install Element 3D, or Cinema 4D, or both AE CC and them?

              Well, aside from what tools you use it's really more a question of how you want to animate the line - you will need some path or even both paths of the bottom and lower cap and let your marker "slide" along them. If you don't have that or have no easy way of extracting that info e.g. as a 3D vector path in IGES/ Step/ DXF format, you're facing a lot of fiddling to conform for instance a cylinder to the cutting surface.

                the basic idea behind the animation of the line  is that this line (marker) slides in the 3D space, then after its sliding, the surfaces will be generated.

                I wonder if it is possible that I show these surfaces one by one, and each surface appears generally, then add a tube (marker) infront of the surface, then the whole moive will be made?

                 

                so you think I should have the surfaces and the tube, and also a file about the path how the tube moves along the surface, then  I can get this kind of moive?

                  The example you link to is using 3D modeling, cutting out a fairly complex part with angled edges.

                   

                  If your part is simple, you could fake it using flat images.  You'll need images of the uncut slab & the finished part.  You can then animate the tube (either an image or something created in AE) and animate it around the path of the finished part.
