I am using Premiere CS5 to render my videos, I render using the "default" settings of, HDTV 720 24 (FPS) High Quality and using "maximum render quality" and "use frame blending", This is the settings for I've been using from the start.
A 10 Minute video normally renders in about 10 to 15 minutes using the above setting, I also put in (default) color correction and a watermark.
When I render a video, my CPU usage is normally at 100%, however this has changed over the past couple of weeks for some reason, where its been between 80 to 100% usage, and my RAM doesn't go above 30% usage or so.
Over the past couple of days, I've started to render with 59.9 FPS, all other setting from above are the same.
When I start to render @ 59.9 FPS my cpu usage goes down to about 50% with my RAM at 93%, would this be right, or is something else going on with my computer?

Intel Core i7 2600K
Microsoft Windows 7 Home Premium 64-bit
Motherboard Asus P8P67 LE
16GB DDR3 1333mhz (4x4GB)
Hard Drives: 1TB S-ATAII 3.0Gb/s
Graphics card: NVIDIA GeForce GTX 460 1GB
I know that only having one hard disc is another issue as well.
