in flexBuilder :
go to Window --> prefferences
when dialog box appears in left side open General Node , then Open Edit"or Node and select "Text Editors" (hightlight that node). this will open a display options on the right,that will have a textarea towards the button named "Appearance color options", and you can change pretty much anything to you prefference there including background/forground colors.
Look at "Hello World" sample in my Flex Builder:
The problem is the tag, values, namespace, etc foreground color.. I can't change them in Window -> Preference options.
Maybe if I edit a file in my workspace?

I Believe some color values are harcoded, in mxml\com\adobe\flexbuilder\editors\mxml\ui\preferences\PreferenceInitializer.class
whic is in a jar file : eclipse\plugins\com.adobe.flexbuilder.editors.mxml_xxxx\mxml.jar
found a solution for you
in your eclipse instlation
go to \plugins\com.adobe.flexbuilder.editors.common_xxxxx\ directory
P.S xxxx means some numbers it might be different on your machin .
unzip common.jar file
then go into common\com\adobe\flexbuilder\editors\common\color directory
edit Colors.xml to your prefferences (it has hex values for colors , its pretty self descriptive) and after you finish editing put that back into the jar or re-jar that whole directory .
