Also brand and model graphics adapter (ATI... nVidia... ???) and exact device driver version?

As John T. asks in his reply, the video driver is probably the main cause for PrE not launching. It is not the ONLY cause, but probably easily #1.
I would manually check with the nVidia, or AMD/ATI Web site, to see if you have the latest video driver. If not, then download it, install it, and test. I would not rely on Windows, or any driver utility, to tell me if I have the latest version - just go to the mfgr's. Web site, plug in your card's model, and your OS, and check the latest driver version against what you have installed.
That is for a PC, as Mac's should update the video drivers, when one does an OS update.
OK, now a few more questions:
What is the make and model of your video card/chip?
What is the installed video driver version?
Is that the very latest from nVidia, or AMD/ATI?
