Does the error message mention "SSE," the basic instruction set of a CPU? If so, exactly what does it say?
No, the message is quite simple and it says "the installation package is not supported by the type of processor in use. Please contact the software vendor."

Who can I contact? Is the a Premiere Elements versione compatible with atom clovre trail processor family?
As installation issues are handled by Adobe Technical Support for free, I would definitely head there, and try the Live Chat first. They should be able to give you the definitive answer, but as I do not see that CPU listed in John T's link, I sort of doubt that it's supported. Personally, I am totally unfamiliar with that CPU, but that is not surprising, as there are so many new tablets, and touch computers, that I cannot keep up - it's hard enough staying current with the latest desktop and laptop CPU's.
The reason that I asked about SSE is that some years ago, AMD was still producing CPU's, that did not have the latest instruction sets, where Intel did. Adobe went with the newer instruction set (now even more advanced), but that left a lot of AMD users in the dust.
I do not have the answer yet for your problem, but I would offer the following in the troubleshooting that is to follow.
a. For those interested in the specifications for the Intel Atom Z2760 Processor, all that can be found in its Intel data sheet
An ambitious reading.
b. The Premiere Elements 11 System Requirements typically include for the processor "2 GHz Processor with SSE2 Support".
I have not found that information in the data sheet cited above, but I did find it in an online article. The article says
The Intel Atom Z2760 has SSE2 instructions enabled. Many modern programs extensively use these instructions, and some applications even require them to run.
According to this article the Intel Atom Z2760 has SSE2 instructions enabled.
From what I have read, the Intel Atom Z2760 process comes with a clock speed up to 1.8 GHz. My Premiere Elements 11 Windows computers are all installed on computers with clock speed over 2 GHz. So, I do not know if your processor 1.8 GHz clock speed is causing the error since the System Requirements specifically say "2 GHz with SSE2 Support". I am not sure that 2.0 GHz shown in the System Requirements is "for best results" or a demanding requirement.
I will think about this some more.
