You need to 'Export a Title' if you wish to locate it and use it elsewhere.
You will get a choice whereit exports to.

Craig's instructions are just what you want.
As of about Premiere 5 (before Premiere Pro days), the program stopped using TitleDeko, and the Titles are now stored within the Project file (PRPROJ) in XML code.
However, the instructions will get you exactly what you want, and will output a PRTL (Title Template) file, that can be used in other Projects. I do that Export to a "Hunt Titles" folder, and then all Titles are available in other Projects.

I have been trying to figure that out for a while now...never noticed the Export...Title feature....thats my duh of the day!

Just go to File>Save As and follow the file tree...it will show you where it's been saving things.
Most likely in the "Adobe" folder within your "Documents" (if Mac).
