It seems I am able to stream from one device over WiFi and pick it up on another device connected via its cellular network.

most likely your cellular network is implementing symmetric NAT, and symmetric NAT to symmetric NAT won't work for P2P.
Are you using Flash or Air? I read somewhere that Flash won't send camera or video from a tablet / PC and that you have to build an Air app for that.
That was exactly the issue Michael. Might I say thank you - what a gift to the community. This protocol will be huge one day - of that I'm certain. Fabulous work.
In answer to my earlier question, I've found that for the most part, FMS in conjunction with an Application Server can offer the necessary workarounds.
