I have never noticed this behavior because, just as in my 3D apps, when I want to work in another view I just click on the selected object in that view and drag things around. Tabbing through the views might be a nice feature.
You do know that you can assign 3 views to Function keys by simply selecting a view from the pulldown in the Composition window and then selecting View>Assign Shortcut to "whatever view you selected'. Most of my positioning is done with two views selected, active camera on the right and then, by reassigning views, top, left and custom 1 on the left. A quick press of f12 gives me top, f11 gives me left and f10 gives me custom 1 so I can hold down the C key and rotate around in that view. Maybe something like that will help you until tabbing through the views becomes an option.

I use the four views at the same time cause it gives a very good sense of space while moving/rotating things around.
In 3ds Max the right click on an unactive viewport activates it. The second right click gives opens the context menu. If there's no cycle at least it should have a behavior like that.
