What version of Premiere are you using?
If it is CC7, you should avoid using multicam at all.
There is a known multicam bug in CC7.
If you are using CS6:
Create a new sequence, and add the clips to that.
Sync them up. Nest that into a second sequence.
Right click that nested clip and select Enable Multicam.
Is it possible to use multicamera mode if the each camera's video consists from a lot of fragments rather then one entire video file?
In general, yes.
What is the best way to sync the fragments?
I shoot a lot of events with three cameras running full time, and a fourth camera used for short cutaway shots and audience questions, so the files from Camera 4 are short clips. How do I create a multicamera timeline using the four cameras--three long clips and one group of shorter clips. It's easy to do in Sony Vegas, but I'm not sure how to do this in Premiere.

We've had a lot of problem reports from folks using Plural Eyes in the past, but their new version 4 works directly inside of PP, and in my recent tests, it worked brilliantly.
