What version of Premiere Elements are you using and on what computer operating system is it running on?
Premiere Elements 11 has a new interface which presents with a Quick or Expert view. If you want the tracks representation, then click on Expert view.
Typically, I have found that whatever view you used last that is the view that the new project will open to. The Quick view is the default view in version 11.
If version earlier than 11, then click Timeline.

The Quick view tab is right next to the Expert view tab.
So if you want the Quick instead of Expert, then click on Quick. But keep in mind the often things seen in the Expert view or not always seen in the Quick view. And, the Quick view is minus several of the options available in the Expert choice. We encourage use of the Expert choice since you can see better what you are doing and thus have more control of the project. But whichever one you decide works best for you and your projects, I highly recommend that you use one or the other but do not toggle between the two.
