Maybe a Protools setting issue.
FWIW - I have not had any issues but I am aware that the audio engineers do configure the settings.
Configuration in protools is set to match the frame rate, sample rate, and bit depth.
Other protools sessions open normally.
Something I just noticed in your o.p.
I use 24bit when I export OMFs from Premiere.
Are you able to open/ import the source wavs in Protools in a different session?
I tested using 24bit as well, and had the same problem,
and then I have discovered the problem.
Protools doesn't like the external drive the media is on! Probably because it's a RAID.
Once I copied the media to another drive it works as it should!
