Please review the information in the following link for dealing with the "3ivx.dll error".
You might want to start with making sure that your video and audio card drivers are up to date according to the manufacturer of those cards.

Interestingly, 3ivx is the name of the codec that Flip camcorders use. So make sure you have the latest version of Quicktime. Then start a project, selecting the project settings for Flip camcorder. The program will then automatically download the latest components for a 3ivx workflow.

From what you wrote, it is my understanding that you cannot get into the Premiere Elements 11 on your Windows 7 32 bit, for that matter install it and that install failure is associated with the 3ivx.dll error message. Consequently it would appear that you do not have the opportunity to take advantage of any within any opened project perks. Is that correct?
I am trying to install Premiere Elements 11 for the first time and keep getting the error : 3ivx.dll missing -- reinstall the application. and I have redownloaded and reinstalled Premiere Elements 11 three times and no change.
So please clarify when the 3ivx.dll strikes.
Thanks! Reinstalling QuickTime and updating the drivers on my audio and video devices did the trick. And yes, the error wasn making it impossible for me to open Premiere elements 11 at all.
