This is normal. What leads you to believe it's not.
In ID you don't load an entire library at once. You can select individual colors to load from any of the installed libraries by selecting New Color Swatch, choosing the appropriate color type, and choosing the library you want to use from the Mode dropdown.
Under the 'Use Swatch Libraries' section...
In the past (CS 5.5) when you imported a library, it would pop in a seperate window, listing all of the colors in the library, vs. having to add them one at a time through the New Color Swatch box. Each library you imported would be a seperate pallet window.
It says that in this link (about the seperate pallet window) but I don't have this 'Load Swatches' under my menu.
I guess I'm asking if I'm having some type of program 'not seeing the libraries' issue vs. where to add the color issue (?) Does that make sense?

I was getting the whole pallet thing confused with Quark. I guess I'd (incorrectly) assumed that in CS6, the InDesign swatch library pallets would work like the Illustrator ones -
