    Can't import PSDs

When we try to import a Photoshop document into Premiere Pro CS6 we get a general failure.  It never even makes it to the Layer dialog window.  After investigation, it appeared that Photoshop was trying to create a photoshop temp file on the system drive (which our users do not have write access to) when we got the error.  It doesn't seem to matter if it is a PSD they create or import from another source.  We tried moving the scratch drive location within Photoshop to the media drive that they have full access to.  Are there settings within Premiere that can be changed to accommodate.  The project settings have the scratch disks designated to remain with the project.
