I remember getting that error. IIRC the problem was my jvm version. I was using 1.4.2 and I think either Eclipse 3.3 or CFE requires 1.5+.
I found a work-around. In FB2 when I was finding and installing updates, I unchecked the Show Only Latest Version checkbox; that revealed about 6 numbered versions prior to the most recent. I tried unsuccessfully to install the immediately previous version; then I went back about 3 more versions and installed that one, which succeeded - I was able to edit CFML at last.
I have been advised that CFEclipse will always have available a version with the word "Stable" in its description, and that's the one that is guaranteed to work. But when I visited their site, there was no such version, and I just had to keep installing until I found one that worked.

I had the same problem with the latest CFEclipse. I applied your workaround with the exception I only needed to revert one version back to 18.104.22.168. I reckon this is an issue that indeed belongs with the CFEclipse camp.
