Same way you uninstall any other program.
Control Panel>Programs>Uninstall a Program
The problem may be that once removed, the CC app may not know it's been removed, and so may not offer the option to reinstall. I'm not willing to test this myself, but I've seen others reporting the bug.
Until Adobe fixes the CC app, I'm not sure what you might do here.
I went in control panel and the application isn't even there, but when I go in programs, Adobe Premiere Pro CS6 is there with all the plug-ins, the settings, the support files, and everything
OK, that ain't normal. This sounds more like a Windows error. Try a Google search..
