That would be a BD (Blu-ray Disc), but as Apple has decided not to equip most of its devices with a BD capable player, then one has to add an external BD-capable multi-drive.
Now, one can create an AVCHD program onto DVD (about 20 mins. in duration), BUT those discs, though using DVD blank media, require a BD player, so one is back to square one with a Mac.
Best solution would be to skip the idea of a disc, and instead Export/Share/Publish to MP4, and deliver on a thumbdrive.

The Publish+Share, to MP-4 is part of PrE 11. Where you Copy that file to, for distribution is up to you. I would do the Publish+Share to an internal HDD, then use Windows Explorer, or Mac's Finder, to Copy the file(s) to the thumbdrive.

Can I assume that you are new to Premiere Elements and Premiere Elements 11 Mac in particular?
Are you OK in setting up your project with the project preset that matches the properties of your source media so that you set up the approach Edit Mode Monitor space for editing your video? Project preset setting has obvious and subtle affects on the project settings. The program is supposed to do that for your automatically. Sometimes it does Ok, sometimes not. So check what is being set for you (Edit Menu/Project Settings/General Editing Mode/Timebase/Frame Size) and if not OK, then set the project preset yourself manually (File Menu/New/Project) before you import your video.
What were you trying to create that looked so bad...DVD-VIDEO Widescreen on DVD disc or AVCHD on DVD disc?
If you go for an export to file, the look to Publish+Share/Computer/AVCHD and one of presets such as MP4 H.264 1920 x 1080p. Be aware that you can change export settings under the Advanced Button/Video Tab and Audio Tab of the preset selected if and when necessary.
I am strictly an Elements Windows person, so make sure what I have written translates well in the Premiere Elements 11 Mac setup for you.
