The Welcome screen appears when you start Dreamweaver and anytime that you do not have any documents open. You can choose to hide the Welcome screen, and then later display it again. When the Welcome screen is hidden and no documents are open, the Document window is blank.

What I want to know is how to clear the recently opened files list but still have the welcome screen in view.

I think hiding the Splash screen is your best option.

If its really necessary for you to remove the recent item list. You can restore preferences for DW without uninstalling, which will remove other preferences as well that you might have set for DW.Please refer the link below.

If you are using Windows this method should work-
--- this method works for CS6, not sure about (sigh) 'Creative Cloud' ---
Close Dreamweaver
Press & Hold the Windows key on keyboard>
Type in regedit... click run - click ok when admin. dialog opens>
Folders on left, click HKEY_CURRENT_USER>
than click Software>
than click Adobe>
than click Dreamweaver CS6>
...scroll until you see the folder 'Recent File List'
than click Recent File List>
Again BE CAREFUL!!
Leave the first key which should be (Default), the rest which have names File1, File2, File3, etc., right click and select delete (you can also click and drag to highlight all the ones you want to delete, agree.
Exit Registry - start Dreamweaver!
