Are you using an RGB document, where the CMYK values will get converted in and out of CMYK?
If you were using a CMYK document, the values should remain exact.

I already thought of that. I started with an RGB doc, copied it, converted the copy to a CMYK doc, and tried again, but that didn't solve the problem. I also restarted the computer and tried again, but the same thing happened again.

Thanks for your help, but I've figured it out. Apparently, I didn't reapply the correct color after converting the file to CMYK from RGB the first time through.
For anyone who encounters this same issue, here's the answer. Change your file's color mode from RGB to CMYK, then apply the CMYK color values you want, then when you create the TIFF or other file you're going to use in your CMYK layout, the correct CMYK values should be in the TIFF.
