You need to ask them whether Contribute can interpret HTML and CSS codes correctly and whether editing of these codes is easier to do in Contribute or some other HTML editors.
My personal opinion is that people should use dedicated HTML/CSS editors to edit web pages but my knowledge of contribute is almost ZERO.

I have people editing with Contribute 6.0. I am using DW5.5. I don't really see a problem with it if you administor the site correctly.
I also thought that the designer/developer would have to have Contribute for admininstor the site. If you have any questions, look at the differences between 6.0 and 6.5. I personally don't see that there would be a problem. I am not sure what powers you will give the owner of the website for editing, but be aware, too much power for them might make a really BIG headache for you. I would recommend doing routine backups.
