In Premiere Pro CC the Multi-Camera monitor is now inside the Program Monitor panel. To enable it follow these steps.
Click the Settings button (the button shaped like a wrench in the lower-right portion of the Program Monitor), and choose Multi-Camera from the menu that appears. This converts the Program Monitor to multi-camera mode.

Things have changed for Premiere Pro CC. The multicam monitor is now part of the Program Monitor. You access it with the wrench.
Also it's possible to setup Adobe monitor (Video device) in Edit>Preferences>Playback (for 2nd or 3rd monitor). Plus you can use Program window in Multicam mode with Multi-Camera Preview Window turned off (for gull screen). Almost like in CS6.
