Maybe it will help, but probably not.
Yes, you can close Premiere.
But, dynamic link keeps an instance of pproheadless (whatever it's called) running; perhaps one for each sequence. So no, you don't save what you might think.
Take a look at Encore Edit -> Preferences -> Memory to see how much you reserved for other processes, and therefore how much Adobe has for EN and PR (assuming other adobe apps are closed).

Encore opens up Encore projects without Premiere needing to be running the same project so I do not know if I am self answering this or not. I could be wrong. I will check the Pref's to see what is going on.

When the Premiere sequence is dynamic linked, Encore is also opening an instance of a PR stand-in pproheadless whatever. It really does not matter functionally whether PR is open or not. Look at the processes that are running on your machine with PR and EN closed. Then open an EN project that is dynamic linked and look again.
