I have the same problem, each time I open Photoshop CC my workspace from last time is not saved.
Very annoying beacuse I have to reload my swatches etc.
Thanks for your comment. In lieu of getting answers here I uninstalled CC and am perfectly happy back with CS6.
I don't know if this problem has been solved for all of you...
I just had the same problem and this solved it this way:
Go to LIBRARY (hold "Option" in "Go" menu) > PREFERENCES and find the folder: "Adobe Photoshop CC 2018 Settings" (or whatever version you have). Press Command "I" for the info window. Make sure your user is in permissions and able to "Read & Write." Then, in the gear pulldown, make your user the "Owner," then "Apply to enclosed items..."
I don't know if every one of those steps is necessary, but that fixed the problem for me. Good luck.
