You are right that the solution is to make the storage space bigger.
The other solution is to use the online version of FormsCentral from your web browser (https://formscentral.acrobat.com).
You will need to have a FormsCentral subscription (which you might already have).
Note that you won't be able to work on local files anymore and unless you have a paid account you won't be able to export as PDF form.

Also, please explain the overall process and requirements for accessing Forms Central and exporting template forms for modification and internal distribution\use.
Acrobat XI doesn't come with a FormsCentral subscription.

Or you can create an account from the FormsCentral for Acrobat desktop application which comes with Acrobat XI
- Open FormsCentral for Acrobat
- Click on the "Sign In" button in the top right corner
- Either sign-in (if you have an account) or click on the "Create an account for free" link at the bottom of the sign-in dialog
Once you are create your account and confirm you email address you can sign-in into the application and manage your subscription via the "person" icon

You can start new forms from a template (which you can modify to fit your need) or from scratch.
You can distribute the form either via a HTML link or a PDF Form to anyone.
