Duel mono clips get mixed to single mono on export, why?

I have clips captured from full tapes (30 min. long clips). I will find sound bites in these full tape clips, set in and out points for the bite I want then export using in/out points to create a shorter clip of just these S bites. I use 2 mics which is 2 separate mono audio channels. The full captured clips play fine with each mic/audio channel staying seperate. However, when exporting using the in/out points of the longer full tape clip the output turns to just mono and mixing the 2 mono channels into one mono. That's what I get when I import back into Premiere the exported s bite. A single mono channel that has both origional mono tracks mixed into one.
