When does the error message appear? Is it on:
a) Start-up
b) When attempting to install a product
c) When attempting to see your 'My Stuff' tab
?
To help troubleshoot this issue could you please send the following log file: C:\Users\<username>\AppData\Roaming\Adobe\Exchange\adobeexchange.log

from Dreamweaver for the first time.
This is the log file:
