When is the copy in manuscripts activated?

Manuscripts apparently do not have any sort of activation feature. Are they automatically activated every time someone makes an update? Or, is the copy made live only when the page with the article containing the mansucript is activated?

My mistake. Manuscripts cannot be activated from the new Manuscript console, but they can be activated from the DAM like other DAM content.
