On what computer operating system are you running Premiere Elements 11? At this time, have you purchased a serial number or are you just looking at the tryout?
Whether or not you have Premiere Elements 10 installed on this same computer would not be expected to be causing your problem.
What specifically is missing from the Help Menu of the program?

I have purchased a serial number for the download. I usually order the CD,however, I'm involoved in an on going project and felt I needed to use Prem 11 straight away so I just took the download route!
Downloading and reinstalling Premiere Elements 11 is always an option and probably indicated if you did not disable the anti-virus during this task.
When you downloaded and installed Premiere Elements 11 did you have your anti-virus disabled? That is best done via Control Panel/System and Security/Action Center/Change Action Center Settings. Good idea to turn off the firewalls as well.
What browser did you use for the download? You could look to another browser.
Did Adobe Air pop message occur at any time? You might need to update Adobe Air if that has not been done
But again, disabling anti-virus and firewalls are important.
But I would ask. At this time, are you having any problems accessing your Premiere Elements 10 Help Menu options in spite of the Premiere Elements 11 Help Menu issues?

Yes, anti-virus prog was disabled during download ...... I can't remember if the Firewall was also turned off!
Google Chrome was the browser I used to do the down load.
Adobe Air is upto date.

Deactivate works (it appears to be working!)
So far the program itself appears to work with very few crashes, its just annoyingly slow (may be I try to work too fast!)
I have also had issues with Adobe on-line Help, when Chrome was set as my Default Browser. I just reset that to IE (though I use Chrome for most things), and then all Adobe programs, with on-line Help function perfectly.
Might be worth a test - just set another browser as the Default.
I have tried to go through your list of those Premiere Elements 10 features that are and are not working for you.
Most are ify especially on the Help files level.

For Video Tutorials, most of the Premiere Elements 10 ones have been replaced by those for Premiere Elements 11, but you might still find some at AdobeTV (the inspirational browser has been a no win situation for me trying to get it from the program).
Some of these downloads (especially the Help PDF) can be slow.
Add On...I am using Firefox as the default browser and seeing the same type of response to searches for the items mentioned by you.
It worked !! I did as you suggested and reset IE as default and all the Prem Elements 11 web comands under HELP worked.

I am not sure what the deal is with Chrome (I use it for most Web browsing), but I had the some of the same issues, as you did, and just revived my old IE for the Help files task.
