I think the only option here is to add new columns in the table to aggregate all of the answers. Here's a simple example - given three language-specific fields "Name", "Nom", and "Nome" corresponding to columns A, B, and C in the response table, you could create a fourth column "Names" and specify the following expression to aggregate the values:
Assuming the user will only ever provide a value for one of the 3 fields, cells in the "Names" column will contain the values entered into the language-specific fields.

Yes. In the Summary Report tab, click the Insert > Individual Report Tiles menu item then select the column that you added.

Sorry the Summary Report is only for the "All Responses" table (and not for custom sheet that you add).
The Plus subscription is a yearly subscription only. It actually comes cheaper in the long run then the Basic subscription. This is because you get a discount for the year long commitment.
