You mean the old photoshop 4 (circa 1996) photoshop elements 4 or PhotoDeluxe 4.0?
Is your windows 8 an 32 or 64 bit system?
If you mean upgrading to a newer version of photoshop, then i'm afraid your long out of the upgrade path and you'd have
to get a newer version like photoshop cs6/cc or photoshop elements 11.
Even Photoshop CS4 (Photoshop 11.x) is out the upgrade path by now.

Now, if you have Ps version 4.0, I do not believe that it would ever run on Win8, but I have been surprised before.
If Ps CS 4, then you are too far back to qualify for an upgrade, BUT you might wish to explore Ps CC, as that might be a useful plan for you - though I am personally not a big fan of the CC concept, it is still great for many.

Some people have gotton pse 4 to run on windows 8, but it seems more like luck of the draw whether it does or not.
Probably upgrading to photoshop elements 11 is the best course of action if you want to stick with photoshop elements and
you can usually find pse 11 cheaper at the local box store than what the upgrade price from adobe is.
