From what I have read about your camera, it records to a DVD disc.
If that is the case, you take the DVD disc and insert it into your DVD burner tray.
Open Premiere Elements 11 and set the project preset manually for either NTSC or PAL DV Standard or Widescreen (depending on which of that applies to you).
Then Add Media/"DVD Camera or Computer Drive"/Video Importer.
Have you been there and done that and does it not work?

I think that ATR's instructions will get your camera's footage Imported correctly into PrE.
The reason that your camera is not recognized by PrE, is that its Capture module is only for miniDV, or HDV tape-based cameras, attached by FireWire.
I will await your review of initial post where I suggested ripping VOBs from the DVD-VIDEO on DVD disc in Premiere Elements 11 Windows. I still think that is the preferred approach for what your described.
