It depends on your operating system -- and if these plug-ins are fully compatible with Premiere Elements.
But, if they are, it should be as simple as putting them in the PROGRAM FILES/ADOBE/PREMIERE ELEMENTS 11/PLUG-INS folder and restarting the program.
I'm using Win7 Ultimate 64bit, I downloded the material fro Video Blocks, but when i download them thay are in MOV format...
VideoBlocks doesn't have transitions and effects. They are not plug-ins. They have media which may include effects and transitions within the media.
I don't use Pre Elements, but PPro. Did you try bringing in the .mov files into the timeline?
Some clips can be downloaded as an .mp4 rather than a .mov.

Some have an alpha channel and some don't. If it is a motion element (a file name like "vbme....."), there will be an alpha channel. The file will ususally say if it includes an alpha channel.
