In short what is your workflow?
pc premiere elements 11...
its a montage, photots and three small video clips, 15 mins. and the other questions i dont know the answers to. I'm sorry

Would it be possible to supply the following specific information?
a. We would like to get at the properties of those three small video clips...do you know if they are standard definition 4:3 video or high definition either called 1080i or 1080p 16:9? If you do not know, could you tell us the brand/model camera and camera settings that they came from? Then we could figure it out from there.
b. You say you have photos going into this project. How many? And, what size are they? I do not mean file size. If you click on them where they are saved and hold your mouse cursor over one of them, you should see the pixel dimensions of the photo (that is the width and height in pixels).
All of the above is very important in setting up the project correctly.
Is your problem blurred playback when you play back what you get from burning your Premiere Elements Timeline to a DVD disc using Publish+Share/Disc/DVD? Are you creating the standard or widescreen version of the DV-VIDEO? What is blurry in the playback..the photos or the videos or both? Do you use disc menu for your project? If so, are those disc menus showing up blurry also when you play back the disc? Where are you playing it...TV's DVD player or some place else?
Let us start here and then decide what has to be done to get you a better end product.

Yes my problem is blurred playback from what I have burnt from Elements. I am using the publish+share/disc/dvd, the photos are the only thing blurry not the videos, but I put a title page with text and thats blurry. I'm not using a dic menu, and I'm playing it on another computer. All the pictures are different pixels, some are from 60 plus years ago, some are from today. As far as the videos I had them sent to me in zip form and I have no idea what they used.
