Adobe is the only one to straighten out Premiere Elements Activation.
It does this very quicklly and professional via its Adobe Chat group.
Go to the following link and click on "I still need help" to get the Adobe Chat pop up.
I have been there and done that and it worked great for me when I had an Activation issue.

The problem could be solved with the help of the support team (finally the installation gurus).
We first applied a special fix which din't help immediately but after after granting all users full permissions (just for the first start of the application) the problem could be solved.
Now I can normally start without problems.
