I've not seen than behavior on either of my two systems.
Hardware that isn't up to your media, # of layers, etc. could cause what I would call stutters. You may want to list your hardware and describe your media, workflow, etc. to get some more insightful feedback.Mention your version of PPro too, all these things can make a difference.
In the meantime, try reducing your playback resolution (full, 1/2, 1/4, etc.) to see if that helps.
Do you have a Blackmagic card, or do you have the reference monitor activated?
There is a long-term issue with this configuration.
Both my work computer and home computer (which I use for freelancing work) are 2008 Mac Pro 8 core with 12Gb of memory. The one I have at home has a BM Intensity card in it. I do use the reference monitor a lot for my waveforms.
I had the reference monitor on a tab with my source monitor. Closed it down and BLAMO!!! No more stuttering. Thanks Jon-M-Spear!
