While starting ID, or when opening a file?
If you get this on launch I think it means there's a problem with the licensing manager, but I'm not completely certain.

I had one internal user had this issue when starting the ID, it take about
30 seconds to load the application, and when it loading completed, there is
a pop windows to chose the action, that is the time that error happen.
what do you mean about license manager?

I'm not finding refernces to the license manager for error code 5, so I'm probably remembering incorrectly, but I did find this which might be helpful:
