by clicking on the help button, and I am also using CC. Just tried to have a closer look, and I am initially seeing a longer URL which redirects me, and there is a redirect in the URL you posted.
I wonder if it is a browser problem? Try clearing your browser cache, or making another browser your default. You can change it back to your preferred browser right after easily enough.

If Windows and MS Internet Explorer, Install say Firefox, or Chrome, and the first time you open them, it will ask if you want to make them your default browser. If you say yes, Photoshop online help should open in that browser. This link tells you how to set it up if you miss it on first launch.

What happens if you click on the link I posted in #3 ? Or how about if you cut and paste that link into your browser address bar? Or open Internet Options, and delete your browser history from the general tab, or go
Internet Options > Safety > Delete Browsing history
Note this is just a guess, but I do think your broblem sounds browser related rather than a Photoshop issue.

I'm using Mac, I should have mentioned, pressing help in Photoshop menu, jumps me into Chrome.

Because at some point you, while launching or running Chrome, elected to make it your default web browser—and because Adobe probably changed the URL of the Help page you need.
Those changes happen all the time with Adobe over time. I have never run across a more incompetent bunch than the clueless individuals that run Adobe's web sites and servers.

Trevor.Dennis Aug 17, 2013 3:31 PM (in response to station_two)Alex I don't generally use Chrome, and a quick look didn't find me a way to automatically clear history on exit (which would force a refresh when you next accessed the help, or any other web page after reopening Chrome). But there appear to be heaps of Extensions that do that sort of stuff. I expect you know, but if not, click on the three horizontal lines in the top right corner and chose Settings, and from that page choose Extensions > Get more extensions and search from there. 'clear history' gets heaps of hits, and 'clear history on exit' focused on Click & Clean as a good option.

I am having exactly the same problemreported by Alex with online help. I'm using Photoshop CC 2014 French version under W7 64bits. I have tried with different browsers (IE, FF and Chrome).
I get error 404 when I click on Help from the Help menu (or hit F1). The address displayed in the browser is
independently from the browser.
I tried the same from a different laptop and encounter the same issue.
There is a separate menu item in the help menu to access help resources. It takes me to
