It's just keyframes and motion blur. There are some expressions that you can use to create a bounce effect.
The vinyetting is also animated. You can do that with a blurred mask and wiggle with some fractal noise and box blur thrown in.
Think Layers. Think Keyframes. There's not much that makes this video effective that is done with a click and a plug-in.
Have you gone through the getting started materials? Have you typed "bounce" in the After Effects search help field at the top right corner of AE? Check out both links I posted. You'll find plenty to get you started. Learning how to keyrame animation is a painful process that can't be learned in a day.

When you mention "Bounce" I asume you are referring to the little man as he bounces into screen? If that is the case I do appologise as I didn't make my question clear as I meant the line and hill thingy he stands on and how it has movement??

You could either distort the line using a distort filter or draw several different lines and animate them.
