What camera? Raw support is quite specific and at this point CS4 is 3 versions behind. It simply cannot support files from newer cameras.

If you go to Help>About Plug-In>Camera Raw, from within photoshop cs4, what version does it say?
Did you go to Help>Updates from within photoshop cs4 to install the 5.7 camera raw plugin?
Your camera, the Canon EOS Digital Rebel T1i EOS 500D EOS Kiss X3 Digital. Has been supported ever since ACR version 5.4, so ACR 5.7 is the correct one to install.
Note that we're NOT talking about the free, stand-alone Adobe DNG Converter 5.7, which needs to be launched and run separately from Photoshop or Bridge every time you have a new batch of raw Canon files in order first to convert them to raw DNG files.
No, we're talking about ACR 5.7, the Camera Raw plug-in 5.7 that you need to download and install in the precise location strictly according to the precise instructions on the download, and only then re-launch Photoshop and/or Bridge CS.
If you downloaded the DNG Converter 5.7 by mistake, that's not going to magically or automatically open your raw files. You need to look for, download and install ACR 5.7 in the correct location. Here's the link to the Windows ACR 5.7 download:

This new version of the Camera Raw plug-in replaces the original Camera Raw plug-in that was installed with Adobe Creative Suite 4 or Photoshop CS4.
To install with Adobe Creative Suite 4 or Photoshop CS4:
Manual installation on Windows®:
1. Exit Photoshop CS4 and Adobe Bridge.
2. Open the download file, double-click Setup.exe, and follow the onscreen instructions.
3. Launch Photoshop CS4 or Adobe Bridge.
R-Kelly, the auto updater under the Help menu in CS4 was still in the stone age and pretty useless. It got better with CS5 and even better with CS6, but in the case of CS4, the manual installation is highly desirable.
